Most Couples With Infertility Issues Need Minor Treatments: Dr Talwar

Responding to the growing demand for treatment of infertility issues among couples, yet another fertility and IVF facility has come up in Chandigarh. Exploding the myth that the female partner is largely to blame for not being able to bear a child, Dr Talwar, a pioneer in ovarian tissue freezing in India and a master trainer in clinical embryology and IVF, asserted that in his more than three decades of clinical practice his estimate is that in 60% of the cases the contributor is the male partner.

Debunking another myth that the infertility treatments are very expensive and hence unaffordable to most people, he claimed that a maximum of 10-15% of the affected couples have to go for IVF treatment, which is the last option. The other cases are of relatively minor nature, in which either the male, or female partner, or both, have to undergo simple treatments which are not a great pinch on the pocket.

While acknowledging the immense contribution of the internet in helping spread awareness about the need for taking medical help, he lamented that despite this barely 1% of this huge population of affected couples are approaching the medical specialists for consultation, diagnosis and treatment.

(WHO defines infertility as a disease of the male or female reproductive system, defined by the failure to achieve a pregnancy after 12 months or more of regular unprotected sexual intercourse. It can cause significant distress, stigma, and financial hardship, affecting people’s mental and psychosocial well-being.)

Dr Talwar and Birla Fertility & IVF Chandigarh centre head Dr Rakhi Goyal said organising outreach programmes in and around Chandigarh and in adjoining states would be a vital part of the Chandigarh centre’s strategy to spread awareness about infertility and its treatment.

North India States Laggards; Urgent Policy Initiatives Needed

The urgent need for policy initiatives by state governments to encourage defence manufacturing and make India self reliant in the field was underscored in a conference on “Opportunities for MSMEs in the Defence Manufacturing Ecosystem in North India”, organised at the CII Northern Region headquarters here on Tuesday.

Sadly, none of the state governments in the region was even represented in the conference. Does this ring a bell!

Various speakers in the inaugural session highlighted that while other states, including Uttar Pradesh in our neighbourhood, Maharashtra, Karnataka, Andhra Pradesh, Telangana and Tamil Nadu, are striding ahead in a competitive effort to corner a lion’s share of the rapidly growing defence manufacturing industry in the country, Punjab, which was once the hub of innovation and manufacturing in machinery and tools industry, is lagging far behind.

The conference was organized by CII (Confederation of Indian Industry) Northern Region and Headquarters, Western Command, in association with DRDO (Defence Research & Development Organisation), TBRL (Terminal Ballistics Research Laboratory), 3 BRD (Base Repair Depot) of Indian Air Force, and Headquarters, Northern Command. MSME (Micro Small and Medium Enterprises) vendors from across the region participated in the conference.

Addressing the gathering, Western Army commander Lt. Gen. Nav K. Khanduri said among the key learnings from the hostilities on our Northern borders in the last couple of years has been the urgency for self reliance in weaponry and defence systems, preparedness for sustaining through a long drawn out conflict, and capacity building to achieve these two goals.

Highlighting the crucial role of the MSME sector in helping maintain and sustain the country’s 70% legacy defence equipments during their life period, and upgrading the not so technologically advanced defence systems, especially in the light of the disruptions in the international supply chains, he said the recent positive changes made in the government’s policy for defence manufacturing and procurement to encourage indigenous industry is a step in the right direction.

Expressing confidence that these initiatives will go a long way in the country achieving self reliance in defence manufacturing in the coming years, he however stated that for this to happen funding for R&D efforts will have to increase, manufacturing base needs to be expanded, quality assurance has to receive top priority, and industry needs to be supported and hand-holding done wherever required.

Considering the rapid technological advancements in modern warfare, the indigenous defence industry also needs to go hi-tech as the armed forces would need to induct more and more niche technologies to stay ahead in the race, he asserted.

Vikram Sahgal, Chairman MSME Committee SIDM (Society of Indian Defence Manufacturers), who is also MD, Micron Instruments Pvt Ltd., a long time defence supplier, categorically stated that the northern states have lagged behind in defence production and need to urgently take policy initiatives to boost the private sector in defence.

In his address, Lt. Gen. KJ Singh (Retd), former Western Army Commander, and Convenor of the defence think tank ‘Gyan Setu’, gave examples from his personal military experience of the spirit of entrepreneurship and innovation in Punjab and reinforced the demand for urgent policy initiatives by the state government to revive that spirit to make the state a hub for defence equipment manufacturing.

Maj. Gen. PK Saini, Principal Advisor, SIDM, expressed the view that the ‘screwdriver’ (just assembly) approach to technology by MSMEs is set to become a thing of the past. Measures are being put in place for validation of design and content by indigenous equipments manufacturers. He too called for policy initiatives by the state government to reverse the decline in the machinery and tools industry of Punjab and harness it for defence manufacturing.

Highlighting various research and innovation projects undertaken by the Panjab University Chandigarh, many of which have also won patents, its Vice Chancellor Prof Renu Vig stressed the need for MSMEs to more actively involve the higher education institutions and the academia in their design and innovation projects.

Speaking in another session on “Creating A Robust Defence Manufacturing Ecosystem”, moderated by Prateek Kishore, Outstanding Scientist & Director TBRL, Maj. Gen. CS Mann, Head, Army Design Bureau, shared mirthfully with the audience that as far as defence manufacturing is concerned a vast majority of MSMEs fall in a category of those who want to do something in the field but don’t know what to do.

He informed that for the benefit of all MSMEs, a compendium of 110 problem definition statements has been published mentioning also the primary contact and secondary contact in each case.

He suggested that the MSMEs visit the Ministry of Defence’s ‘srijandefence’ portal for detailed information and guidance, including complete list of items earmarked for indigenization/import substitution along with present progress status.

Group Captain Anand Karve, Chief of Planning, 3 BRD, talked about opportunities for SMSEs in the defence aviation field at 3 BRD, while Ram Prakash, Scientist ‘E’  and Additional Director, Directorate of Technology Development Fund (TDF), gave an overview of the TDF Fund scheme which the MSMEs can tap for their defence projects.

Former Scientist G at Indian Space Research Organization (ISRO) HS Jattana suggested that the armed forces could adapt many of the technologies developed by ISRO to their requirement, like for example night vision technologies. They could also adopt the ISRO model of direct engagement with outsourcing vendors to ensure strict quality control standards, he added.

Prof Arun Grover, former Vice Chancellor, Panjab University, said to attract more funding from the central government universities and other institutions of higher learning in the region have no option but to prove themselves as being up to the mark in delivering on tangible solutions to make the country self reliant in various fields, including defence and other strategic areas. He advocated that they systematically work towards becoming the R&D arm of the entire MSME sector.

Former Deputy Chief of the Army Staff & Senior Advisor, DRDO Lt. Gen. JP Singh (retd) sought creation of centres of excellence in futuristic technologies like robotics, machine learning, artificial intelligence and quantum technology in and around places where DRDO or other laboratories offering state of the art testing facilities related to the respective fields are already available.

On the occasion, an exhibition of defence equipment and the latest technology was also organised where premier institutions of the region showcased items like tactical gear, medical equipment, drones and intelligence-gathering equipment. Indian Army also displayed for the benefit of the visiting MSMEs parts of equipments which they needed replacements for.

Attention & Care Mark Free Multi-Speciality Medical Camp; 150 Benefit

It was a free multi-speciality medical camp like none other. Apart from the free consultations from top doctors in 10 specialities, along with a host of health tests, it was the attention and care they received which wowed the 150-odd visitors at the Chhuttani Medical Centre (popularly called CMC Hospital) in Sector 17-C on Sunday.

The hospital had marshalled its entire staff for the free camp and each visitor was greeted with a smile and courteously ushered in, something rarely experienced in such camps. Covid protocols were meticulously followed by the hospital staff for themselves and the visitors, who were presented free face masks and their hands sanitised.

The camp was to begin at 10 a.m. but the hospital had to open its entrance to visitors as early as 8:30 a.m. when the more enthusiastic ones started to gather outside the hospital.

After extensive free health tests, including Haemogram, Blood Sugar, Urine Routine Examination, Blood Pressure and Ht./Wt./BMI at different places, which took quite a bit of time, the visitors were further guided to their respective doctors in their regular OPD rooms on two different floors to avoid a rush. Adequate seating arrangements had been made, and drinking water was served to the visitors at regular intervals.

For the first time highly experienced doctors, some of them former HoDs of PGI, GMCH-32,  provided free OPD consultation in a wide variety of specialities like General Medicine, Cardiology, Orthopaedics, ENT, Gynaecology, Dermatology, Psychiatry, General Surgery, Paediatric Surgery and Dentistry.

Among the most experienced doctors attending to the patients were Dr KLN Rao, former Prof. and HoD, Paediatric Surgery, PGI Chandigarh and a trustee of the hospital trust; Dr Rajinder Singh, former Prof. & HoD, General Surgery, PGI Chandigarh; and Dr Ram Singh, former Prof. & HoD, General Medicine, GMCH-32 Chandigarh.

The free medical camp was held to mark the hospital’s 45th Foundation Day, in memory of its visionary founder Prof (Dr) PN Chhuttani, former Director of PGIMER Chandigarh, who along with his father donated his entire property to the trust which now runs the hospital.

A ‘chaumukha diya’ was lit and the staff paid floral tributes to Dr Chhuttani’s bust to mark the formal inauguration of the multi-speciality medical camp.

Smiles all around at the end of the camp pointed to a job well done.

Exploring A Poetic Dimension In Architectural Detail

This photo exhibition is refreshingly different – one, in that it is in stark black and white, and two, it seeks to capture the beauty of the detail in concrete architecture. The subjects are focussed concrete architectural features of iconic building in Chandigarh, Ahmedabad and New Delhi.

‘Tender Concrete’ – an exhibition of 16 photographs by Emmanuel Lenain, Ambassador of France to India, who prefers to describe himself as a career diplomat and amateur photographer – opened to visitors at the Govt. Museum & Art Gallery in Sector 10 on Tuesday to commemorate World Heritage Day.

Gracing the formal opening was the photographer himself and Dharam Pal, Adviser to the Administrator, UT Chandigarh.

The exhibition will remained open to visitors for nearly two and a half months (till June 30) between 10 am to 4:30 pm (except on Mondays and gazette holidays).

A major part of the exhibits are understandably devoted to photographs of focused concrete architecture features of ironic buildings in Le Corbusier-designed Chandigarh, like the Govt. Museum & Art Gallery itself, the Tower of Shadows, Gandhi Bhawan and Civil Secretariat building.

Among the other exhibits are photographs focused on concrete features of iconic buildings like Natl. Institute of Immunology, New Delhi; Lilavati Lalbhai Library, Ahmedabad; Indian Institute of Management, Ahmedabad; Mill Owners’ Association Building, Ahmedabad, and Institute of Indology, Ahmedabad.

Later speaking to your own news website LifeInChandigarh.com, Emmaneul Lenain shared: “Concrete, when handled by the greatest architects, has always seemed tender to me. The architectural detail, taken out of context, tends to acquire a poetic dimension,” he added.

He clarified that though his personal interest lies only in black and white photography (his camera has only b&w mode), the subjects of his photographic pursuits go beyond just concrete architecture. “If you look up by Instagram handle (https://www.instagram.com/emmanuel_lenain) you will find photographic collections on a wide variety of subjects,” he informed.

The collections range from beautiful landscapes, religious activities and symbols, travails of people during the Covid pandemic, life of people on the streets, statues, Mughal architecture, and more.

Deepak Jain Lays Stress On GST-style Councils For Other Critical Reforms

Confederation of Indian Industry (CII) Northern Region will be engaging with the respective governments in states within its jurisdiction to set up GST-like councils to generate a consensus on reforms in critical areas like labour, power, agriculture, land, education and healthcare.

Sharing this during a media interaction following a meeting with the CII Northern Region membership at its headquarters in Sector 31 on Monday, Deepak Jain, Chairman, CII Northern Region who is also Chairman & Managing Director of Lumax Industries Ltd, said among other action points of this engagement with the state governments will be policy advocacy on a host of issues like onboarding the National Single Window System and the ‘Gati Shakti’ portal.

Highlighting the key recommendations by CII Northern Region for the growth and development of the industry in Punjab, Haryana, and Chandigarh, Deepak Jain said there needs to be greater focus on creating the right infrastructure and logistics, and provide close government support to transform the region into the country’s industrial hub.

While emphasizing that states like Punjab and Haryana have a high potential for exports from sectors like textile, auto components, bi-cycle, food processing, etc., he reiterated CII’s long-standing commitment towards the growth and development of the industry and the need for a collective effort to achieve it.

CII Northern Region is readying itself to initiate an Incubation Programme for handholding budding entrepreneurs and also help them in networking to find potential investors. It is also poised to work towards bridging the rural-urban disconnect and will work extensively on bringing in diversity at workplaces in Punjab, Haryana and Chandigarh, he added.

“This year, CII will focus on internalizing the tenets of sustainability and climate action and accelerating its globalisation journey for leadership in a changing world. This will be undertaken through an inclusive model of growth that builds trust between all stakeholders, including government, industry, society, consumers, investors and the external community,” he shared.

Giving the example of CII’s Crop Residue Management project, which he claimed is running effectively in 12 districts of Punjab and Haryana, covering 300 villages and 3 lakh acres of farmland and 50,000 farmers, he said it has created a successful model which can be scaled up with the involvement of all stakeholders to tackle the annually recurring issue of stubble-burning head on.

Deepak Jain also announced the CII National Theme for the year, ‘Towards a Competitive and Sustainable India@100: Growth, Livelihood, Globalisation, Building Trust,’ which aims to amalgamate CII’s efforts in the country towards scaling the competitiveness ladder to drive growth.

Presenting A Story Woven Within A Story

The other day the Municipal Corporation Chandigarh (MCC) inaugurated a ‘Waste To Wonder’ Park in Sector 48-A, with three towering robots, created largely from scrap metal parts, lording over the landscape. At the formal evening ceremony, the contribution of the metal artist who created, and apparently donated, the huge sculptures, was duly acknowledged. But the official press release, splashed almost verbatim across the ‘Press Release Media’ the next day, shockingly omitted any reference to him.

What you are about to read now is an interesting story woven within a story.

The metal artist in question is Pritpal Singh Matharu (artist name Polly Singh), who is known to run an industrial unit. The small and big sculptures he curates from scrap metal parts are popular by the name ‘pollybots’ (https://www.instagram.com/pollybots, https://www.facebook.com/pollybots/).

The ones he has created for the Waste To Wonder Park are massive in size and the people in the neighbourhood are in awe of them.

The story within the story begins here.

On receiving a formal media invite, this writer, aroused by curiosity to know what the ‘Waste To Wonder’ really entailed, reached the venue at the appointed time in the evening. The City Mayor, the chief guest for the occasion, had not yet arrived, and the officials and a large crowd were waiting in anticipation.

As the writer gorged his eyes on the imposing structures, trying to figure out the forms and the metal scrap materials which had been used, his eyes fell on a familiar-looking figure dressed formally for the occasion. The recollection wasn’t a pleasant one. Instantly the writer decided to ignore him as the very sight of him conjured up memories of the man’s very ungentlemanly, and then seemingly unpardonable conduct towards the writer in the past.

The man was the creator of the sculptures.

Anyway, the writer took a full round of the park, took some pictures, and after listening to the routine official speeches came away.

Reflecting on the incident triggered a tormenting tussle in the mind, one which always pits a journalist against his personal self. Should, or should not the writer highlight the man and his creations in his informative write-up for the benefit of readers. The resolution was not going to be easy and indeed it wasn’t. The writer decided to give it more thought.

But, the next day, browsing the mainstream media coverage of the event came as a big disappointment. There was not a word about the creator of the ‘waste to wonder’ structures, the main attractions in the park, only the near verbatim reproduction of the official press release, with who inaugurated, and which all other high official were present, finding prime of place in the write-ups.

This helped to some extent in resolving the issue in the mind of the writer. Credit must be given where it is due. The constant reminder of the teaching of wise men to forgive and forget eventually proved too overwhelming for the writer, thus this write-up. Feeling much relieved. 

For the records, the park in Sector 48-A in the midst of society flats is spread across 1.75 acres. Besides the towering structures created out of metal scrap, the entrances, benches and outlining of plant beds are made from bricks procured from the C&D (construction and demolition waste) recycling plant of the MCC. A ludo/snakes & ladders game laid out in the park is also a creation from recycled materials supplied by the C&D plant.
